  • On March 11, the Hungarian Government declared the State of emergency. University lessons can only take place in electronic form, they close all university establishments.
  • Since March 16 schools and kindergartens are closed. They close the Hungarian borders and they close the locals and cinemas. Restaurants, bars and shops can only stay open until 3 pm, with the exception of grocery stores, drugstores and pharmacies.
  • From March 28 comes into force the limitation of exit. You can leave your home only for reasons of first need and for work. Older people (over 65) can go to grocery stores, pharmacies and markets only at the agreed time slot from 9 to 12. The others will not be able to visit these places in that time slot.
  • On March 30 was voted the law that gives full power to Orbán Viktor. The Government has full powers, until indefinitely, in leading the country with regulations until the end of the emergency, suspend the application of certain laws, deviate from the provisions of the law and adopt other emergency measures.
  • From 6 April throughout Hungary public parking is free.
  • From 27 April it is mandatory to use a mask or a scarf to cover your face on public transport (BKK), in various shops and even on taxis.
  • According to the new regulations from May 4 outside Budapest and Pest County shops can reopen without time restrictions. They can reopen open bars, restaurants and terraces and reopen the beaches. There is still an obligation to wear a mask in shops and on means of transport and maintain a safe distance of 1.5 meters. In addition, to safeguard the health of the elderly, there is still an established time slot (9-12) to go shopping.

 

MAIN POINTS OF THE ECONOMIC PROTECTION ACTION PLAN

 

  • During the period of interruption of work, the State takes on 70 % of wages for 3 months.
  • Those working in research and development receive a 40% wage subsidy for 3 months.
  • Administrative and tax burdens are reduced.
  • The social contribution tax will be reduced by 2 percentage points from July.
  • The deadline for the tax return is postponed to 30 September.
  • We accelerate VAT refunds, from 75 days to 30 days for normal taxpayers, from 30 days to 20 days for reliable taxpayers.
  • Payment facilities, payment in instalments, deferral and reduction of taxes enter into force.

  • 95% of the tuition fees for training courses are paid by the State, unemployed persons are entitled to loans for adult students without interest.
  • University students can apply for a student loan for an amount of 500.000 HUF without interest.
  • The sectors most affected by the virus, namely, construction, transport, logistics, tourism, creative industries, health and food industries receive development subsidies, tax reductions, favourable loans and capital programs.
  • To support the tourism sector, the tourist tax was suspended until the end of the year. Until the end of June the social contribution tax after the SZÉP card will be reduced to 4% and the limit will also be increased.
  • The health sector is receiving more significant support than ever to ensure that pharmaceuticals appear in a greater proportion in Hungarian healthcare. The Health Industry Innovation Agency has been established.
  • In order to protect employers, loans and capital guarantee programs have been announced to help corporate liquidity, which can also protect Hungarian-owned companies from the economic downturn. The amount of low-interest corporate loans is approximately 2000 billion HUF, with a state guarantee of 500 billion HUF.
  • Rules and deadlines for pensions and pension benefits will also change favourably.
